Donald E. Scoggins

Don is a housing professional with over forty years’ experience in project management, consulting non-profit housing corporations, small business development and real estate advisory services to small commercial investment property owners and first-time homebuyers. His employment career involves an extensive background in local and federal government, real estate financing, leasing, sales, and contracting practices.

He is the founder and owner of Scoggins Property, Inc., a DC –based real estate firm that over twenty-five years specialized in finding, managing, and selling real property primarily for small investors. He also helped with, tenant/owner mediation and arranged refinancing for individual homebuyers in the Washington D.C.

Don assisted in the development, review and monitoring of government single family housing program regulations which is guidance to HUD field offices in the preservation and disposal of FHA assets. He developed and coordinated current industry trend tools and training seminars for office personnel pertinent to responsibilities of the office of single-family housing. At GSA among a variety of duties, he was primarily responsible for securing and managing leases for several federal government agencies.

In the Anacostia section of Washington, D.C., Don co-founded Frederick Douglass Housing Corporation, a non-profit housing corporation, and joint owner of 152-unit affordable housing complex. He is currently spearheading for veterans the development of six one-two Bedroom duplex homes in Manassas, Va.

An extensive traveler and very important to Don were that at age nineteen visiting Kisii, Kenya. He was sponsored through Operations Crossroads Africa, were tasked with helping to build a maternity clinic and the local missionary. While on this journey Don with his group also made trips to other parts of East Africa: Uganda, Tanzania, Egypt, and Ethiopia. Don has also travelled throughout Europe and Asia.

U.S. Army Reserves officer (retired), Don’s military service in Danang, Vietnam included advising the mayor and local government on housing matters and assisted with reestablishing the city’s planning office, disrupted while under occupation of the French.

Volunteer affiliations include American Legion Post 114 (Manassas), immediate past commander; Veterans of Foreign Wars, Post 1503, member; First Home Alliance, board chairperson; Frederick Douglass Housing Corporation, co-founder; board Veterans Housing Foundation of Virginia and Alpha Phi Alpha Fraternity, Inc. (life member).

Don received academic and trade diplomas from St. Emma Military Academy, now closed that was in Powhatan, VA. He holds Batchelor's degree in Architecture from Hampton (Institute) University, Hampton, VA, and master's degree in urban and Regional Planning from the University of Pittsburgh, Pittsburgh, PA. Donald is married to Gurmeet and has two adult sons.
